ما، امضا کنندگان جنبش همبستگی ملی برای دستیابی به یک قانون اساسی سکولار دموکراتیک در ایران، هم سو با میلیون‌ها شهروند ایرانی، در پشتیبانی از کنشگران سیاسی، مدنی، دگراندیش، حقوق زنان و قومی، طی این نامه از شما، عالیجنابان گرامی می‌خواهیم تا از خواست و اراده مردم ایران برای گذار خشونت پرهیز قدرت از حکومت دینمدار و دزدسالار جمهوری اسلامی و قانون اساسی اش به یک قانون اساسی سكولار دموكراتیك، از مسیر همه پرسی ملی، با نظارت شورای امنیت سازمان ملل متحد پشتیبانی کنید.

مردم ایران در طی ۴۲ سال گذشته، قربانی رفتارهای وحشیانه و غیرانسانی حاکمان دین مدار و دزدسالار جمهوری اسلامی ایران شده‌اند. به همین منوال، در سال‌های اخیر، علی خامنه ای، رهبر جمهوری اسلامی ایران، مسئول مستقیم فرمان سرکوب مردم معترض صلح طلب به نیروهای امنیتی اش بود، اعتراضات سراسری مردمی آبان ۱۳۹۸ که منجر به کشته شدن بیش از ۱۵۰۰ نفر و دستگیری بیش از ده هزار شهروند ایرانی شد، آخرین نمونه این جنایات بود.

امروز، به رغم برخورد وحشیانه رژیم با معترضین و ناکارآمدی در برنامه‌ریزی درست پزشکی در برابر بحران COVID-19، همچنان مردم ایران در گوشه و کنار کشور به اعتراضات و اعتصابات خود علیه نظام جمهوری اسلامی و آیت الله علی خامنه‌ای ادامه می‌دهند. حکومت دین‌مدار ایران، مقبولیت خود را در پیشگاه مردم خود و مردمان خاورمیانه بزرگ از دست داده است.

آرمان‌های مردم ایران، پس از سال ۱۳۹۴، برای دستیابی به یک حکومت سکولار دموکراتیک در سراسر کشور به مراتب فراگیرتر شد، آنچنان که خواستار کناره‌گیری آیت الله علی خامنه‌ای، انحلال کامل قانون اساسی جمهوری اسلامی و گذار خشونت پرهیز به قانون اساسی سکولار دموکراتیک از مسیر رأی‌گیری آزاد، منصفانه و بی‌طرفانه شده‌اند.

ما بر این باوریم که شورای امنیت سازمان ملل متحد، توانایی و پایبندی اخلاقی لازم و کافی را داراست تا در راستای دادرسی نقض مستمر حقوق بشر مردم ایران در سایه ایمنی، امنیت و همزیستی مسالمت‌آمیز با دیگر ملت‌های خاورمیانه و جهان چنین گذار مسالمت آمیزی را به پیش ببرد.

همانطور که در پرونده آپارتاید آفریقای جنوبی در دهه ۱۹۹۰، جامعه جهانی در هم سویی با یکدیگر، به ویژه با مدیریت اعضای دائمی شورای امنیت گرد هم آمدند و با در نظر گرفتن تحریم‌ها به نقض دهشتناک حقوق بشر توسط رژیم آپارتاید پایان دادند – به همین منوال، می‌توان به نقض دهشتناک حقوق بشر مردم توسط رژیم اسلامی در ایران پایان داد. جامعه جهانی می‌تواند، این روند مهم را از مسیر برگزاری یک همه پرسی ملی برای برقراری حاکمیت مردم همچنان که در سال ۱۹۷۸ در شیلی انجام شد، تحقق بخشد. این یک واقعیت انکارناپذیر است که محکومیت شدید و قاطعانه نقض حقوق بشر توسط سازمان ملل متحد، آگوستو پینوشه، رهبر دیکتاتور شیلی را مجبور به برگزاری همه پرسی کرد.

امروز جامعه جهانی، به این اجماع رسیده است که حقوق بشر امری فرامرزی است. آنچنان که رهبران پیشین حکومت‌ها فراتر از امنیت دیپلماتیک در چارچوب مرزهای کشور خود از پاسخگویی به جامعه جهانی مصون نمانده‌اند.

ما با احترام از جامعه جهانی به واسطه شورای امنیت سازمان ملل متحد می‌خواهیم، تا از خواست بنیادین مردم ستمدیده ایران که توسط رژیم دین مدارو دزدسالار حاکم بر ایران، شکنجه، بازداشت، ربوده و زندانی می‌شوند، برای گذار خشونت پرهیز به سوی یک حکومت دموکراتیک و سکولار پشتیبانی کنند.

ما کارگزاران جنبش همبستگی ملی در ایران برای مشارکت در چنین تعاملی اعلام آمادگی می‌کنیم.

Your Excellencies,

We, the signatories of coalition of committed for a Secular Democratic Constitution in Iran are writing to you on behalf of millions like-minded of Iranian people supporting political, civil, religious, women rights and ethnic activists in advocating for a peaceful transition of power from the current Iran’s religious kleptocratic Government and its Constitution to a Secular Democratic Constitution through a national referendum to be sponsored and monitored by the United Nations Security Council.

Iranian people over last 42 years have been subjected to a brutal and inhuman treatment by the religious kleptocracy of Iran’s Islamic Republic rulers. Equally in past years, Ali Khamenei the leader (velayat-e faqih) of Islamic Republic of Iran is responsible for ordering the security forces to confront the peaceful protesters such as in November 2019 that resulted in killing of over 1,500 people and arrest of over ten thousand innocent citizens.

Today, despite the regime’s brutal confrontation against protesters and the lack of competency for proper medical planning against the COVID-19 crisis, Iranians continue their protests and strikes against the Islamic Republic and Ayatollah Ali Khamenei, nationwide. The theocracy in Iran has lost its legitimacy with its people and the greater Middle East.

Since 2015, the aspirations of the Iranian people for a Secular Democratic Government have appreciated, significantly. Iranians are demanding the resignation of Ayatollah Ali Khamenei and the elimination of the Islamic Republic Constitution in favor of a non-violent transition to a Secular Democratic Constitution through a free, fair and impartial ballot.

We believe the United Nations Security Council has the power and moral obligation to enforce such transition for the “Human Rights” of Iranian people that are suffering, tortured and killed every day in the prisons of the Islamic Republic. Equally, this action by the Security Council will provides the opportunity for Iranian people to live in harmony, safety, security and peaceful coexistence with other nations in Middle East and beyond.

As with the case of South Africa in the 1990’s, the world can come together, especially with the leadership of the permanent members of the Security Council to utilize sanctions to bring an end to the horrible human rights abuses being committed by the Islamic regime in Iran. The world can do this through the use of a national referendum on the legitimacy of the government as was done in Chile in 1978. It is an un-disputed fact that a referendum in Chile was held only after accusation of grave human rights violations by the United Nations that forced Augusto Pinochet, the Chile’s absolute leader, to hold such a referendum.

It is also a matter of fact that in today’s international community there is a growing consensus that human rights transcend national boundaries, limiting the protection of former heads of states and even the privileges of national autonomy.

We are respectfully requesting that the international community through United Nations Security Council to engage, on behalf of innocent Iranian population that have been killed, missing, tortured and imprisoned by Iranian religious kleptocratic regime for expressing their democratic views, for a peaceful transition to a Secular Democratic Government.

We the coalition of committed in Iran are ready and willing to participate in such engagement.
