آقای رئیس جمهور
جبهه ملی ایران خارج از کشور به این تعهدنامه/قرارداد ۲۵ ساله بین جمهوری خلق چین و رژیم کنونی ایران بشدت اعتراض دارد. شرایط تدوین توافق نامه که توسط دولت شما محرمانه نگاه داشته شده برای مردم ایران غیرقابل قبول است. متن اجرایی این توافقنامه برای مردم ایران روشن نیست زیرا از هیج منبعی برای مردم قابل دسترسی نبوده است. آنچه در رسانه های بین المللی دیده شده است تصویری است غم افزا از روابط نابرابری که یادآور دوران تاریک استعماری است که هر دو کشور ما در گذشته های نه چندان دور خاطرات بسیار تلخی از آن دارند.
جناب رئیس جمهور سرمایه گزاری و همکاری بین کشورهای آزاد و دمکرات جهان معمول است. ولی قرارداد ها پیرامون سرمایه گزاری باید برای مردم کشورها روشن و بطور معمول از طرف پارلمان کشور بررسی و پارلمان از جانب مردم کشور قرارداد بین دوکشور را تأیید میکند. این درحالی است که متن تعهدنامه بین ایران و کشور شما محرمانه مانده است. سران رژیم اسلامی به مردم ایران اعلام کرده اند که دولت چین خواسته است متن اجرایی این تعهدنامه محرمانه باشد. چرا؟ جناب رئیس جمهور کارنامه کشور شما در زمینه این گونه قراردادها کارنامه مثبتی نیست.
جناب رئیس جمهور ملت ایران نمی تواند از طریق تعهدنامه محرمایه تسلیم و به کشوری دست نشانده تبدیل شود. این پنهان کاری در بیشترین حد ممکن وسوسه آمیز است. رژیم ایران حتی جرات آن را ندارد که به نمایندگان دستچین شده پارلمان خود در مورد این “قرارداد” اطلاعاتی بدهد، قراردادی که حتی در خفیف ترین تعبیر تهدیدی جدی برای منافع ملی ایران، و حاکمیت ملی آن محسوب می شود. محرمانه بودن روند این قرارداد از نظر حقوق بین الملل کافی است که آن را از ابتدا از درجه اعتبار ساقط بدانیم. افزون بر این مردم ایران این حق حاکمیت برای خود را محفوظ میداند که هرگونه تصمیم گیری حکومتی را غیرقانونی شمرده و مغایر با اعلامیه جهانی حقوق بشر و اساسی ترین اصول میثاق بین المللی حقوق مدنی و سیاسی بداند. به نظر ما هر قراردادی که ناشی از روندی مبهم و غیرقابل ارزیابی تشخیص داده شود باطل و توسط مردم ایران مردود است. جبهه ملی ایران خارج ازکشور به عنوان اپوزیسیون حکومت فعلی بدینوسیله اعلام میدارد که ملت ایران خود را به هیچ قرارداد یا توافقی که حاصل فرایند نا روشن باشد، بدون توجه به محتوای آن، متعهد نمیداند.
جناب رئیس جمهور علاوه براین لازم است یاداور شویم اگر قید و شرط معاهده ۲۵ ساله با دولت چین در مجلس فعلی ایران قرار گرفته و در آنجا تصویب شود را هم نمیتواند متعهد باشد. دلیل این امر واضح است. پارلمان فعلی ایران مطابق معیارهای پذیرفته شده در اتحادیه بین المجالس و الزامات اساسی یک انتخاب عادلانه، انتخاب نشده است. مجلس شورای اسلامی نهادی است نامشروع که به هیچ وجه بیانگر خواسته های مردم ایران نیست. بنابراین هر دولتی که به تایید چنین نهادی تکیه دارد غیرقانونی است و نماینده اراده مستقل مردم ایران نیست.
آقای رئیس جمهور، مردم چین و ایران سابقه طولانی دوستی دارند. ما هر دو وارث دو تمدن متفاوت و باستانی هستیم که چندین هزار سال قدمت دارند. این امید صمیمانه ماست که دولت شما به این میراث مشترک آگاه باشد و آن را در قربانگاه فواید فوری فدا نکند، آنهم در زمانی که کشور ایران توسط اشخاصی هدایت میشود که از ثبات و تعادل فکری و روانی برخوردار نیستند، کشور و مردم ایران را بی رحمانه تحت تاخت و تاز قرار داده اند، رژیمی که به دلیل طمع، کوته بینی، تاریک اندیشی و ماجراجویی استبداد حاکمان فعلی خرد و ویران شده است. و هرگونه تعهدی که این رژیم با کشور دیگری برقرار کند نمیتواند مورد قبول ملت ایران باشد. آیا می توانیم امیدوار باشیم که وقتی ایران از زیر یوق این رژیم غیرانسانی فعلی نجات یافت، مشترکا به گذشته نگاه کنیم و بگوییم که ملت چین در این تاریک ترین و ویران ترین دوره تاریخ ما دوست ما بوده است؟ این مطمئناً امید ماست.

Mr. President
Iran National Front Abroad herewith registers its protest strongly the 25-year agreement/treaty between the People’s Republic of China and the current Regime governing Iran. The exact terms of the agreement are covered in extreme secrecy. What has been seen in the international media is a sad picture of inequality relations reminiscent of the dark colonial era that both of our countries have bitter experienced in the not-too-distant past. We have not been able to discern any information regarding the text of the agreement either from the government of Iran or any other sources. Therefore the Iranian people shall not submit to becoming a vassal state which, by all accounts, is the inevitable outcome of the current agreement, as surmised through international media.
Mr. President, investment, and cooperation between the free and democratic countries of the world are common, but the mutual agreement must be clear and normally reviewed by the parliament of the countries and the parliament on behalf of the people confirms the agreement. But the text of the commitment between Iran and your country has been kept confidential. The Authorities in Iran also have told Iranian your government has placed condition that text of the agreement must remain secret.
Mr. President, Iran, cannot and will not surrender to a confidential agreement to become a puppet nation. This secrecy is tempting as much as the Islamic regime does not even dare to share it with its handpicked parliamentarians. This “agreement,” is even in the mildest sense, poses a serious threat to Iran’s national interests, territorial integrity, and national sovereignty.
The confidentiality attached to this agreement, in terms of international law, is sufficient to consider it void. In addition, the Iranians reserve the right to nullify any government decision contrary to the Universal Declaration of Human Rights, and the fundamental principles of the international convention on Civil and Political rights. Iran National Front Abroad hereby declares that the Iranian people do not commit themselves to any agreement that is the result of an unclear process, regardless of its content.
Mr. President, it must be noted that if the 25-year-old treaty with its conditions contained, is ratified by the current Iran Parliament will never be agreeable by the people of Iran, the members of the current parliament have not been elected in accordance with the criteria stipulated by the Inter-Parliamentary Union and the basic requirements of a just choice. Therefore, the current parliament of Iran is an illegitimate body that in no way represents the wishes of the people. Therefore, any government that relies on the approval of such an institution is illegal and does not represent the will of the Iranian people.
Mr. President, the people of China and Iran have a long history of friendship. We are both inheritors to two different and ancient civilizations that are several thousand years old. It is our sincere hope that your government will be aware of this common heritage and not sacrifice it at the altar for immediate benefits, particularly at a time when Iran is led by individuals who lack stability in thoughts and suffer mental equilibrium. Hence, any commitment that this regime makes will not be accepted by the Iranian people. Can we hope that when Iran is saved from the yoke of this current inhumane regime, we can look back jointly and say that the Chinese nation has been our friend in this darkest and most devastated period in our history?
